I thought i posted this before maybe i forgot to click submit. Though i've been having alot of issues trying to get the tablet to work with my paint.
It seems using the tablet in mouse mode can not be done at all. is manages to seperate where it pains from where the cursor is shown. Which is a big glitch. The other thing is it will only sync correctly if in pen mode and you have the right option selected in mode for input. This is a huge glitch and you would think easibly solvable. you should just be able to get the current mouse position as opposed to what ever stupid displacement maths you using to try calculate where the cursor is.

in mouse mode you can actually change how close the painted cursor is by lift the pen far enough away so the tablet doesn't see it anymore and moving it to another position and clicking.

I have a graphire4 using windows xp.
